SUMMARY OF THE MINUTES A SPECIAL EMERGENCY MEETING OF THE
BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON THURSDAY, SEPTEMBER 6, 2001PRESENT: Lucy Thein, Chair; Paul Stein and Merita Callaway, Supervisors; Spencer Batchelder, County Counsel; Clay Hawkins, Acting County Administrative Officer and Director of Emergency Services; and Mary Jane Giuffra, Supervising Board Clerk
ABSENT: Supervisors Bailey and Tryon
4:07 p.m.: Chair Thein called this Special Emergency Meeting to order announcing that a State of Emergency exists due to the Darby Fire and the fact that 3/4 of a mile of the flume that delivers water to Angels Camp, Douglas Flat, Murphys and Vallecito has burned.
Clay Hawkins, Acting Administrative Officer and Director of Emergency Services, then briefed everyone on the status of the fire. At least 1000 acres have burned and approximately 300 residents have been evacuated from the areas of Indian Hills, Sunrise Point, Canyon View, Avery and Upper Forest Meadows. (Love Creek was considered for evacuation, but held at this time, per Clay Hawkins)
A relocation center has been set up at the Mid-School in Murphys.
Because of the destruction to the flume, water will be available to the delivery areas for a minimum of 2-3 days and a maximum of 10-15 days. Extreme water conservation methods need to be observed. Undersheriff Grasmuck reported on the water concerns stating that it could take as long as 120 days to repair the flume because of the location and the fact that the area is only accessible by helicopter. Several water agencies are working on long term/short term remedies. Grasmuck stressed the need for water conservation. Hawkins further reviewed the impacts of this fire emphasizing the immediate need for repair of the water supply and stating that there has been a draw on local resources. Also, there is a need for State assistance for a short term domestic water delivery plan. He recommended that the Board adopt a resolution declaring a local disaster and authorize him to coordinate a disaster response plan in conjunction with the State Office of Emergency Services. A motion was made by Supervisor Callaway, and seconded by Supervisor Stein, to adopt the following resolution: A RESOLUTION PROCLAIMING EXISTENCE OF A LOCAL EMERGENCY AND REQUESTING (1) THE CONCURRENCE OF THE DIRECTOR OF THE OFFICE OF EMERGENCY SERVICES AND THE GOVERNOR TO (2) PROCLAIM A STATE OF EMERGENCY; AND (3) REQUEST A PRESIDENTIAL DECLARATION - this was approved on a 3-0 vote of the Board.
